What Is a Post-Graduation Work Permit (PGWP)?

If you just graduated from a Designated Learning Institution (DLI) in Canada, you may be eligible for an open work permit that lets you work for any Canadian employer, without them needing to prove they couldn't find a Canadian to do the job.

The Post-Graduation Work Permit is one of the most powerful tools available to international graduates. It grants open work authorization, meaning you can work in virtually any occupation, with any employer, anywhere in Canada. More importantly, it gives you the Canadian work experience you need to qualify for Express Entry or a Provincial Nominee Program (PNP), putting permanent residency within direct reach.

But the PGWP comes with strict rules. The 90-day application window from your final graduation notice, the DLI eligibility requirements, your program length, and even how you apply can all impact whether you receive the permit, and for how long. A shorter PGWP could mean less time to qualify for PR.

For most international graduates, the PGWP is not just a work permit, it's the first chapter of their permanent residency story. Under the Canadian Experience Class (CEC) stream of Express Entry, you need at least 12 months of skilled Canadian work experience in the past 3 years. A 3-year PGWP gives you a wide runway to gain experience, improve your CRS score, and receive an invitation to apply for PR before your permit expires.

Eligibility Requirements

Who Qualifies for a PGWP in Surrey & Across Canada?

PGWP eligibility is more nuanced than most graduates realize. You must meet every one of the following criteria, a single missed requirement means a denied application, even with a valid Canadian degree.

Graduated from a Designated Learning Institution (DLI), your institution must be on IRCC's approved DLI list specifically for PGWP eligibility.

Completed a full-time program of at least 8 months, part-time studies or shorter programs do not qualify.

Held a valid study permit during your studies, you must have maintained valid status throughout your program.

Applied within 90 days of receiving your final marks, the window starts from your final transcript or completion letter, not your ceremony.

Field-of-study requirement (college grads, Nov 2024+), most college graduates must now be in a PGWP-eligible field linked to labour-shortage occupations.

Have not previously held a PGWP, the PGWP is a once-in-a-lifetime permit. You cannot get a second one.

Effective November 1, 2024, IRCC significantly changed PGWP eligibility for college graduates. If you graduated from a college (not a university), your program must now align with a designated field of study or your application may be refused. University graduates are not affected by this field-of-study requirement. If you're unsure whether your program qualifies, book a free assessment before you apply.

How to Apply for a PGWP: Step by Step

The PGWP application is filed online through IRCC's portal. While the process looks straightforward, common errors in documents, category selection, and timing cause thousands of refusals or shortened permits each year. Here's the process, and where we add value at each step:
