Understanding Masters Study Permit
A masters study permit is a temporary resident permit issued by Immigration, Refugees and Citizenship Canada. It authorises a graduate student to study full-time at a Designated Learning Institution in Canada and permits off-campus work of up to 24 hours per week during academic sessions. The permit is valid for the duration of the program plus 90 days. It is one of the study permit pathways covered on our main Study Permit Canada page, alongside diploma and undergraduate applications.
For most international students, the study permit as a graduate student is not just about completing a degree. A master’s program at a Canadian DLI leads directly to a 3-year Post Graduation Work Permit, which gives you the Canadian work experience needed to qualify for Express Entry or the BC Provincial Nominee Program. In 2026, the master’s pathway is the most direct route from international student to permanent resident.

MASTER'S VS EVERY OTHER STUDY PERMIT
A graduate student study permit is not just another study permit. Compared to diploma and bachelor’s applicants, master’s students enter the Canadian immigration system with three specific advantages that directly affect their timeline, finances, and PR prospects.
Master’s and doctoral students at public Designated Learning Institutions do not need a Provincial Attestation Letter. Diploma and bachelor’s applicants must wait for provincial allocation under study permit caps — master’s students apply directly with their Letter of Acceptance. No quota, no waitlist, no extra steps.
A master’s graduate qualifies for a 3-year Post Graduation Work Permit regardless of program length, provided the program is at least 8 months. A diploma graduate needs a 2-year program to receive the same permit length. This is a direct, measurable advantage — three years to gain skilled Canadian work experience and qualify for permanent residency.
If the master’s program is 16 months or longer, a spouse or common-law partner is eligible for an Open Work Permit allowing them to work for any Canadian employer while you study. For most families, two incomes during a master’s program changes the financial picture completely.

Requirements differ depending on whether you are applying from outside Canada or are already here on a valid permit.

Many of Brightlight’s master’s applicants are already in Canada on a PGWP or existing study permit. This scenario is not addressed by any government page or information site but it is one of the most common situations a graduate student study permit applicant faces.

Applying from inside Canada with unclear or expiring status is one of the most common reasons master’s study permit applications become complicated. Contact an RCIC before submitting.
PROOF OF FUNDS
The required amount is CAD 22,895 per year for a single applicant in living costs, effective September 1, 2025, plus first-year tuition and return travel. Verify this figure at canada.ca before applying — IRCC updates it periodically.
Acceptable proof of funds:
✓ GIC (Guaranteed Investment Certificate) — from a participating Canadian bank; the strongest and most consistently accepted form of proof
✓ Bank statements — last 4–6 months; must show consistent savings, not a recent large deposit
✓ Education loan sanction letter — from a scheduled bank
✓ Scholarship or funding letter — from a Canadian institution or government body
✓ Affidavit of financial support — from a sponsor, with supporting income documents
GIC advisory: A GIC of CAD 22,895 is the most reliable proof of funds for a master’s application. Bank statements showing a large recent deposit instead of consistent savings are frequently questioned by officers. If in doubt, arrange a GIC.
Additional funds are required for each accompanying family member. Confirm current figures with an RCIC before applying.

STATEMENT OF PURPOSE
The Statement of Purpose is the most common reason a masters study permit Canada application is refused. An immigration officer uses it to assess genuine study intent and ties to your home country. Every other document can be complete and correct — and this one can still cause a refusal.
What a strong SOP includes:

✓ Research focus, specialisation, or career goals — specific enough to connect to prior education and work
✓ Why Canada over a closer or less expensive alternative — answered honestly and directly
✓ Post-graduation plan — return home, apply for PGWP, or transition to PR stated clearly
✓ Ties to home country: property, family, employment, or business — demonstrates reason to return
What triggers a refusal:
✗ Generic statements about Canada’s education quality with no personal specifics
✗ No connection between the master’s program and the applicant’s prior study or career
✗ No post-graduation plan and no ties to home country

MASTERS TO PR PATHWAY
A master's degree from a Canadian institution gives you the strongest PR profile available to an international graduate in 2026. A 3-year PGWP, field-of-study exemption, and CLB 7 language threshold — all from one pathway. The decisions you make on your study permit as a graduate student application directly affect your PR eligibility. Getting the study permit right is where the PR journey starts.
