Economic immigration is one of Canada’s four official immigration admission categories, alongside family sponsorship, refugee protection, and other immigration classes. Economic immigrants are selected based on their ability to contribute to the Canadian economy, through skilled work experience, business ownership, investment, or the ability to meet specific provincial or territorial labour market needs.

This category represents the largest share of Canada’s permanent immigration by a wide margin. In 2026, economic immigration will account for 63% of all permanent immigration to Canada, rising to 64% in 2027 and 2028, the highest proportion in decades. The vast majority of economic immigrants are selected through programs weighing longstanding human capital factors, education, official language proficiency, and skilled work experience, alongside more targeted programs responding to specific labour market needs.

Provincial Nominee Program, Regional Economic Immigration in Canada

The Provincial Nominee Program carries a 2026 admissions target of 91,500, jointly administered between the federal government and every province and territory except Quebec and Nunavut. Nominations can be enhanced, tied to Express Entry and adding 600 CRS points, or base, processed through a separate federal route entirely.

Atlantic Immigration Program

Atlantic Immigration Program, A Regional Economic Immigration Stream

This employer-driven program carries a 2026 admissions target of 4,000, letting designated employers in New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador hire skilled foreign workers and international graduates from Atlantic Canadian institutions to support regional economic and demographic growth. Unlike many economic streams, employers here aren’t required to obtain a Labour Market Impact Assessment, which meaningfully speeds up hiring.

Community Pilots

Rural and Francophone Community Immigration Pilots

Running from 2025 through 2029, these community and employer-driven pilots share a combined 8,175 admissions target with the rest of Canada’s economic pilot programs.

Rural Community Immigration Pilot

Equips small, rural, and remote communities with tools to address long-standing labour shortages in priority sectors, connecting local employers directly with newcomers willing to settle there permanently.

Francophone Community Immigration Pilot

Works toward the same regional goal specifically for French-speaking immigrants settling in Francophone minority communities outside Quebec, a category tied directly to Canada’s broader Francophone immigration targets of 9% in 2026, rising to 9.5% in 2027 and 10.5% in 2028.

Work Permit to PR

The Budget 2025 Work Permit to Permanent Residence Initiative

Budget 2025 announced a one-time initiative to accelerate the transition of up to 33,000 existing work permit holders to permanent residency across 2026 and 2027, entirely separate from and in addition to the regular admissions targets in the 2026 to 2028 Immigration Levels Plan. This recognizes something straightforward, these are workers who’ve already built real roots in their communities, are paying taxes, and are contributing to the Canadian economy Canada is trying to grow.

Closed in May 2025 after reaching its five-year maximum duration. It wasn’t renewed.

Home Care Worker Immigration Pilots

New applications have been closed since December 2025 for the remainder of the pilots’ 2026 to 2030 duration, since enough qualified workers are already awaiting permanent residence to supply this labour market need for the foreseeable future.
