The Francophone Mobility Work Permit lets French-speaking foreign workers take a job outside Quebec without their employer needing a Labour Market Impact Assessment. It is one of the fastest ways to start working legally in Canada, and one of the strongest francophone immigration programs Canada offers on the path to permanent residence.





The Francophone Mobility work permit, known officially as Mobilité Francophone and often shortened to Francophone Mobility, is an LMIA-exempt work permit issued under exemption code C16. It sits inside the International Mobility Program, built specifically to grow Francophone minority communities outside Quebec.
This is a closed work permit, also called employer-specific. You work only for the employer named on your permit, in the role and location described in the job offer. If you change employers, you need a new work permit application, not an extension of the existing one.
Unlike an LMIA-based work permit, no advertising period is required and no $1,000 processing fee applies to the employer. The tradeoff is that eligibility depends on your own French-speaking ability, not on your employer proving a labour shortage.

You need NCLC 5 or higher in speaking and listening only. Reading and writing are not required for this work permit. This threshold has applied since June 15, 2023, and it is deliberately low, aimed at francophone workers who communicate fluently but may not hold formal written French credentials.

Since June 15, 2023, this francophone mobility program covers every NOC TEER category, 0 through 5. The only exclusion is primary agriculture occupations under TEER 4 and 5. Before that date, only TEER 0 through 3 qualified, so confirm you are relying on the current rule, not the older, narrower one still repeated on some competitor pages.
You must intend to live and work in one of Canada’s 9 provinces or 3 territories outside Quebec. A job located in Quebec makes this exemption inapplicable entirely, since Quebec runs its own separate immigration system.

As of February 2026, IRCC matches the province, city, and NOC code on your work permit application against the offer of employment submitted through the Employer Portal. If these details don’t match exactly, the application is refused on a technicality that has nothing to do with your actual eligibility. Confirm every field matches before either side submits anything.

Once your employer has submitted the offer of employment and you have your offer of employment number, you apply through your IRCC secure account, selecting the LMIA-exempt, International Mobility Program, C16 pathway.

This work permit itself requires only NCLC 5 in speaking and listening. Permanent residence through Express Entry’s French-language category draw requires NCLC 7 in all four skills, speaking, listening, reading, and writing. This is the gap that catches people off guard. That gap, well over 100 points, is what makes French proficiency one of the strongest tools in Express Entry right now. IRCC has held French-language category draws roughly every two to three weeks throughout 2026, and the trend through the year has moved downward, not upward, meaning this pathway has gotten more accessible, not less. A French-speaking worker with Canadian experience and NCLC 7 can receive an ITA in a French-language draw at a score that would sit nowhere near competitive in a general or CEC round.
Beyond Express Entry, several provinces run Francophone Provincial Nominee Program streams specifically targeting French speakers, and a provincial nomination adds roughly 600 CRS points on its own, which is often enough to guarantee an invitation regardless of which draw type comes next. The Francophone Community Immigration Pilot offers a separate, direct route to permanent residence for workers settling in one of the designated Francophone communities outside Quebec, worth reviewing alongside these other pathways rather than instead of them.

Yes, in the sense that a work permit is always required, regardless of citizenship. French citizens do not receive automatic work authorization. This permit is temporary on its own, but Canadian work experience gained through it strengthens Express Entry eligibility, particularly through French-language category draws, which have cleared at CRS scores well below general draws in 2026.
