LMIA-based permits take months. If you speak French, you may not.

Francophone Mobility Work Permit Canada

The Francophone Mobility Work Permit lets French-speaking foreign workers take a job outside Quebec without their employer needing a Labour Market Impact Assessment. It is one of the fastest ways to start working legally in Canada, and one of the strongest francophone immigration programs Canada offers on the path to permanent residence.

Understanding Francophone Mobility Work Permit

What Is the Francophone Mobility Work Permit?

The Francophone Mobility work permit, known officially as Mobilité Francophone and often shortened to Francophone Mobility, is an LMIA-exempt work permit issued under exemption code C16. It sits inside the International Mobility Program, built specifically to grow Francophone minority communities outside Quebec.

This is a closed work permit, also called employer-specific. You work only for the employer named on your permit, in the role and location described in the job offer. If you change employers, you need a new work permit application, not an extension of the existing one.

Unlike an LMIA-based work permit, no advertising period is required and no $1,000 processing fee applies to the employer. The tradeoff is that eligibility depends on your own French-speaking ability, not on your employer proving a labour shortage.

Who Can Apply

Who Can Apply for the Francophone Mobility Work Permit

French Language Requirement

You need NCLC 5 or higher in speaking and listening only. Reading and writing are not required for this work permit. This threshold has applied since June 15, 2023, and it is deliberately low, aimed at francophone workers who communicate fluently but may not hold formal written French credentials.

Accepted Proof

  • TEF Canada or TCF Canada results showing NCLC 5 or higher in speaking and listening
  • A diploma, transcript, or official letter confirming French as the language of instruction at a French-medium institution

Not Accepted

  • DELF, DALF, TEF Europe, or TCF tout public, these are different tests and do not count
  • A self-declaration, cover letter, or employer statement with no test result attached

Since June 15, 2023, this francophone mobility program covers every NOC TEER category, 0 through 5. The only exclusion is primary agriculture occupations under TEER 4 and 5. Before that date, only TEER 0 through 3 qualified, so confirm you are relying on the current rule, not the older, narrower one still repeated on some competitor pages.

You must intend to live and work in one of Canada’s 9 provinces or 3 territories outside Quebec. A job located in Quebec makes this exemption inapplicable entirely, since Quebec runs its own separate immigration system.

For Workers

What Your Canadian Employer Must Do

Employer Steps

  • Register an account on IRCC’s Employer Portal
  • Submit the offer of employment using LMIA exemption code C16
  • Pay the $230 CAD employer compliance fee at the time of submission
  • Provide you with the 7-digit offer of employment number, required for your own application

The Mistake That Causes Refusals

As of February 2026, IRCC matches the province, city, and NOC code on your work permit application against the offer of employment submitted through the Employer Portal. If these details don’t match exactly, the application is refused on a technicality that has nothing to do with your actual eligibility. Confirm every field matches before either side submits anything.

Fees

Francophone Mobility Work Permit Fees and Processing Time

Employer compliance fee$230 CAD
Work permit processing fee$155 CAD
Biometrics, if required$85 CAD
Processing time inside CanadaTypically a few weeks to roughly 3 months
Permit validityUp to 3 years, or until passport expiry, whichever comes first

These are two separate fees paid by two different parties, not one combined cost. Processing time varies by visa office and application volume, so confirm the current estimate at canada.ca before planning a start date.

Document Checklist

Documents Checklist

What You Need

  • Valid passport
  • TEF Canada or TCF Canada results, or French-medium education proof
  • Job offer letter with the offer of employment number
  • Proof of qualifications for the role
  • Police certificates or medical exam results, if required for your country

Common Reasons

Common Reasons Francophone Mobility Applications Are Refused

  • Claiming French ability without a qualifying test result attached
  • Employer located in Quebec, which makes the exemption inapplicable
  • A job offer that doesn’t credibly describe the duties of the claimed NOC
  • Language test results more than 2 years old at the time of decision
  • Missing employer compliance fee or offer of employment number
  • A mismatch between the offer of employment and the work permit application itself

Most of these are avoidable with a careful review before submission, not after a refusal letter arrives.

Family

Bringing Your Family

  • Your spouse or common-law partner may qualify for an open work permit, generally where your job offer is 6 months or longer
  • Your spouse does not need to speak French to qualify for their own open work permit
  • Your dependent children can generally attend Canadian primary and secondary school without a separate study permit

Work Permit and Permanent Residence

The Gap Between This Work Permit and Permanent Residence

This work permit itself requires only NCLC 5 in speaking and listening. Permanent residence through Express Entry’s French-language category draw requires NCLC 7 in all four skills, speaking, listening, reading, and writing. This is the gap that catches people off guard. Arriving on this permit is not the finish line, the language work continues once you’re here.

Draw type

Recent 2026 CRS cutoff

French-language category

As low as 382

Canadian Experience Class

507 to 521

That gap, well over 100 points, is what makes French proficiency one of the strongest tools in Express Entry right now. IRCC has held French-language category draws roughly every two to three weeks throughout 2026, and the trend through the year has moved downward, not upward, meaning this pathway has gotten more accessible, not less. A French-speaking worker with Canadian experience and NCLC 7 can receive an ITA in a French-language draw at a score that would sit nowhere near competitive in a general or CEC round.

Beyond Express Entry, several provinces run Francophone Provincial Nominee Program streams specifically targeting French speakers, and a provincial nomination adds roughly 600 CRS points on its own, which is often enough to guarantee an invitation regardless of which draw type comes next. The Francophone Community Immigration Pilot offers a separate, direct route to permanent residence for workers settling in one of the designated Francophone communities outside Quebec, worth reviewing alongside these other pathways rather than instead of them.

Real Client Story

See How Brightlight Helped Francophone Mobility Clients, Real Client Stories

A client’s employer had already submitted an offer of employment through the Employer Portal when Brightlight reviewed the file before the work permit application went in. The employer had selected the wrong province in the offer details, a simple entry error that would have triggered an automatic refusal under the current matching requirement.

The offer was corrected before the work permit application was submitted, and the file went in clean the first time.

If your employer has already started the Employer Portal process, having someone check it before you apply is worth the time it takes.

COMPLIANCE CALLOUT

No immigration consultant can guarantee a Francophone Mobility work permit will be approved. What Brightlight guarantees is an accurate check of your French proficiency evidence, your employer’s Employer Portal submission, and your documents, before anything reaches IRCC.

FAQ

Francophone Mobility Work Permit, Frequently Asked Questions

Is the Francophone Mobility work permit a closed work permit?

Yes. It is employer-specific, meaning you can only work for the employer named on your permit, in the role and location listed in the offer of employment. If you change employers or roles, you need a new work permit application. This is different from an open work permit, which has no employer restriction at all.

Processing typically runs a few weeks to roughly three months, faster than most LMIA-based permits since no advertising period or labour market test applies. Times vary by visa office, application volume, and whether biometrics are required. Confirm the current figure at IRCC's official Francophone Mobility page before planning a start date.

Yes, if you still meet the requirements and your employer submits a new or renewed offer of employment under code C16. The permit can generally be renewed while your employment continues and you remain eligible. It is not an automatic extension, a new application and supporting documents are required each time.

Yes, in the sense that a work permit is always required, regardless of citizenship. French citizens do not receive automatic work authorization. If visa-required, a Temporary Resident Visa is issued alongside approval. If visa-exempt, an eTA is linked to the passport instead. Either way, the work permit itself is mandatory.

This permit is temporary on its own, but Canadian work experience gained through it strengthens Express Entry eligibility, particularly through French-language category draws, which have cleared at CRS scores well below general draws in 2026. Provincial Francophone nominee streams and the Francophone Community Immigration Pilot offer additional routes worth reviewing alongside Express Entry.

Three things must be true: NCLC 5 or higher in French speaking and listening, a genuine job offer from a Canadian employer located outside Quebec, and an occupation under NOC TEER 0 through 5, excluding primary agriculture roles in TEER 4 and 5. Your employer must also complete the Employer Portal steps before you apply.
