What Is the British Columbia PNP?
The British Columbia Provincial Nominee Program (BC PNP) is an economic immigration program that lets the province of British Columbia select prospective permanent residents based on local labour market needs. BC PNP operates in partnership with Immigration, Refugees and Citizenship Canada (IRCC), governed by the Provincial Immigration Programs Act. Each year, the federal government allocates a set number of nominations to British Columbia. The province decides who gets them based on its own priorities and the Skills Immigration Registration System (SIRS). Applicants whose long-term goal is permanent residence in Canada will find the BC PNP one of the most direct and reliable provincial routes available.
The BC PNP has two main categories: Skills Immigration for workers and graduates, and Entrepreneur Immigration for business owners. Each category has its own streams and application process. For workers using the Express Entry BC (EEBC) option, a provincial nomination adds approximately 600 CRS points to the federal Express Entry profile near-certain selection in the next federal draw, with federal processing typically around six months post-ITA. Workers who do not use the EEBC option apply directly to IRCC on a paper-based or online application with a longer federal processing timeline. One important detail: BC PNP nomination alone does not authorize you to work in BC. A separate work permit support letter can be issued by BC PNP where your current permit is expiring or absent.

As of August 2026, the BC PNP has five active pathways. Each has different eligibility criteria, registration requirements, and federal processing options.
The Skilled Worker stream is for experienced workers in professional, management, technical, trade, or other skilled occupations. You must have a full-time, indeterminate job offer from an eligible BC employer in a NOC TEER 0, 1, 2, or 3 occupation, and at least two years of skilled work experience (TEER 0/1/2/3) gained within the past ten years. Your offered wage must fall within the WorkBC or Job Bank wage range for your occupation and location. Language proficiency at CLB 4 or higher is required if your occupation is TEER 2 or 3 — TEER 0 and 1 applicants are not required to submit language results unless they want points for them. SIRS registration is required — draws happen approximately every two weeks. The Express Entry BC option is available for this stream, connecting your provincial registration directly to the federal Express Entry system.
Key point: Work experience gained while on a study permit does not count toward the two-year requirement only paid co-op terms meeting all BC PNP criteria are eligible.
The Health Authority stream is for health professionals with a regular, indeterminate, full-time job offer from a BC public health authority in an eligible health occupation. Physicians, nurse practitioners, and midwives who are not directly employed by a health authority may also qualify under separate provisions in the program guide. This stream has no SIRS registration requirement — if you meet all criteria, you apply directly to BC PNP. Targeted Healthcare draws in 2026 have run at lower score cutoffs than general Skills Immigration rounds. The Express Entry BC option is available for this stream.
Key point: Workers employed by private contractors providing services to health authorities are not eligible — direct employment by a listed BC health authority is required.
The International Post-Graduate stream is for graduates holding a master’s or doctoral degree from an eligible BC public post-secondary institution, in a natural, applied, or health sciences program. This is the only Skills Immigration stream that does not require a BC job offer. No SIRS registration is required — direct application to BC PNP. The Express Entry BC option is available. Graduates must have completed their degree within the required timeframe and from an eligible institution and program.
Key point: Distance education programs and private institutions are not eligible for this stream.
Entrepreneur Immigration is a separate category from Skills Immigration with its own registration system and scoring model. It is for experienced entrepreneurs with significant personal net worth who want to establish or purchase a qualifying BC business that creates at least one new job for a Canadian citizen or permanent resident. Three sub-categories exist: Base, Regional Pilot, and Strategic Projects. Candidates register an expression of interest, receive a score based on their business proposal, net worth, investment amount, job creation plan, language, education, and work experience, and then wait to be invited. The most recent 2026 Base draw (July 28, 2026) invited 10 candidates at a minimum score of 117. Approved applicants sign a performance agreement with BC, come to BC on a work permit to establish the business, and are nominated for permanent residence after meeting the business milestones.
The Express Entry BC option is not a separate stream — it is the federal link available within the Skilled Worker, Health Authority, and International Post-Graduate streams. To use the EEBC option, you must have a valid IRCC Express Entry Profile Number and a Job Seeker Validation Code confirming you meet the eligibility criteria for at least one federal Express Entry program. If BC PNP nominates you under the EEBC option, approximately 600 CRS points are added to your federal Express Entry profile. At recent federal draw cutoffs, this effectively guarantees an Invitation to Apply in the next draw. Federal processing post-ITA runs approximately six months.
Key point: Non-EEBC nominees still receive a valid provincial nomination — but the federal application goes directly to IRCC through a separate process with a 12–18 month timeline. Both routes lead to the same destination.

Yes — but only through the International Post-Graduate stream. This stream is for graduates with a master’s or doctoral degree from an eligible BC institution in natural, applied, or health sciences. All other Skills Immigration streams require a valid, full-time, indeterminate job offer from an eligible BC employer. Graduates who completed their studies on a study permit in Canada and went on to complete a master’s or doctoral degree in BC are the primary candidates for this route.
Your SIRS score determines when — and whether — you receive an Invitation to Apply. The maximum score is 200 points across five factors. Knowing your estimated score before you register is the difference between waiting months and acting on accurate information.
Factor 1 — Work Experience (max 40 points)
Points go to directly related work experience in the exact occupation of your BC job offer. Five or more years earns 20 points, scaling down to less than 1 year at 1 point. Two bonuses are available: at least 1 year of directly related experience in Canada adds 10 points; currently working full-time for your supporting BC employer in the same NOC code adds another 10 points. Work experience gained on a study permit does not count toward either the base points or these bonuses. Skilled workers building their profile for BC PNP are often also building toward the Canadian Experience Class at the same time — Canadian work experience counts toward both programs.
Factor 2 — Education (max 40 points)
Points are based on your highest completed credential. Doctoral degree earns 27 points, master’s 22, bachelor’s or post-graduate certificate 15, associate degree 5, secondary school or less 0. Bonuses apply: education completed at a BC post-secondary institution adds 8 points, Canadian education outside BC adds 6 points, an eligible BC professional designation adds 5 points. Distance education programs from Canadian institutions do not qualify.
Factor 3 — Language Proficiency (max 40 points)
Scored on the lowest CLB result across all four competencies. CLB 9 or higher earns 30 points, CLB 8 earns 25, CLB 7 earns 20, CLB 4 earns 5, below CLB 4 earns 0. An additional 10 points are available for demonstrating proficiency in both English and French at CLB 4 or higher. Language is the fastest factor to improve — retaking a test or adding a French proficiency test can add 10 to 20 points without changing any other part of your profile. Workers with French proficiency may also want to review how the Francophone Mobility work permit can bridge status while pursuing BC PNP or a federal pathway.
Factor 4 — Hourly Wage of BC Job Offer (max 55 points)
Points are based on your hourly rate only — bonuses, commissions, overtime, tips, and housing allowances are excluded. $70 or more per hour earns 55 points; the scale goes down to $16–$16.99 at 1 point. To calculate hourly wage from an annual salary: divide by 52 weeks, then divide by weekly hours worked (BC PNP does not accept calculations below 30 hours or above 40 hours per week). An annual salary of $65,000 at 40 hours per week works out to $31.25/hour — 16 SIRS points, not 55.
Factor 5 — Area of Employment within BC (max 25 points)
Area 1 (Metro Vancouver Regional District, which includes Surrey) earns 0 points. Area 2 (Squamish, Abbotsford, Agassiz, Mission, Chilliwack) earns 5 points. Area 3 (all other BC) earns 15 points. A bonus of 10 points is available for either regional experience (1+ year of paid full-time work in Area 2 or 3 within the past 5 years) or regional alumni status (graduated from a public BC post-secondary institution outside the MVRD within the past 3 years). Surrey and Lower Mainland applicants score 0 on this factor — knowing this matters when estimating your competitive score.
Recent general Skills Immigration draws in 2026 have run from a minimum score of 88 (July 9, 2026, 347 invitations) to 140. High Economic Impact draws target candidates with wages of $62 or more per hour alongside a minimum score — a dual-threshold draw that rewards both high wages and strong overall profiles.

Employer non-compliance is one of the most common preventable BC PNP refusal causes. Here is what BC PNP assesses on the employer side — and what Brightlight confirms before any registration is filed.
Established in BC: The employer must have a significant operational presence in British Columbia and have been operating for a minimum qualifying period. Newly established businesses face additional scrutiny during the assessment process.
Minimum full-time employees: The employer must have a qualifying number of full-time employees in BC — the threshold varies by stream and wage level. Sole proprietorships with no other employees typically do not qualify.
Genuine need for the role: The position must create a direct economic benefit to BC. The employer cannot have had an LMIA revoked in the past two years or appear on IRCC’s non-compliant employer list. Employers who use a Labour Market Impact Assessment for other work permit types must still meet BC PNP’s separate employer verification standards when supporting a Skills Immigration application.
Genuine local recruitment efforts: The employer must document efforts to hire Canadian citizens or permanent residents first — job postings, interview records, and evidence that no qualified Canadian was available for the specific role.
Ineligible employer types: Immigration services firms are now ineligible as of May 28, 2026. Contractor and subcontractor arrangements are not eligible. Businesses where the applicant holds 10% or more ownership stake are not eligible. Employers on IRCC’s non-compliant list are refused.

EEBC nominees receive approximately 600 CRS points added to their federal profile and receive a federal ITA at the next Express Entry draw, with ~6 months of federal processing. The ELSS stream was eliminated as of May 28, 2026. Workers in TEER 4 or 5 occupations currently have no standard Skills Immigration pathway.
