Understanding Permanent Residency
A Canadian permanent resident is a foreign national who has been granted the legal right to live in Canada permanently. You remain a citizen of your home country, but you gain most of the same rights as a Canadian citizen. You gain the freedom to live and work anywhere in Canada, access to provincial healthcare and social programs, the ability to sponsor eligible family members, and a direct path to Canadian citizenship.
There is one ongoing requirement: the 730-day residency obligation. To keep your Canada PR status, you must be physically present in Canada for at least 730 days within every five years. These days do not need to be consecutive. Your PR card expires every five years and must be renewed, but the status itself stays valid as long as you meet that requirement. A card expiry does not cancel your permanent resident status in Canada. Canada offers multiple immigration programs to obtain permanent residence. The right pathway depends on your work experience, education, language ability, and family situation. Brightlight reviews your full profile before recommending a route, not just the one that is easiest to file.
Provinces and territories nominate candidates based on local labour market needs. British Columbia residents and workers have additional pathways through the BC Provincial Nominee Program, which can significantly accelerate a permanent residence application even when a federal Express Entry score is not yet competitive. For applicants in other provinces, the broader Provincial Nominee Program covers streams across every territory and region in the country.
The federal points-based system for skilled workers and tradespeople. Candidates are ranked by Comprehensive Ranking System (CRS) score and receive an Invitation to Apply (ITA) when selected in a draw. Express Entry Canada manages three programs and is the most common route to Canadian permanent residency for skilled workers.
Canadian citizens and permanent residents can sponsor eligible family members to obtain permanent residence in Canada. Brightlight handles spousal, partner, dependent children, adopted child, and parent or grandparent sponsorship applications.
Applicants in exceptional circumstances may qualify for Canadian permanent residency through Humanitarian and Compassionate grounds where standard programs do not apply but leaving Canada would cause significant hardship. There is no single eligibility requirement for Canada PR. Each program sets its own criteria. The factors below cover most economic immigration pathways. A free assessment with our RCIC is the fastest way to know exactly where you stand before you apply.
The minimum age to apply under Express Entry is 18. Maximum CRS points go to applicants between 20 and 29. Points taper from age 30 and reach zero at 47.
Age alone does not disqualify you. Strong language scores, a provincial nomination, or Canadian work or study experience can all offset a lower age score.
A completed post-secondary credential strengthens your profile across all economic programs.
Credentials earned outside Canada require an Educational Credential Assessment (ECA) from an IRCC-designated organisation before they count toward your Express Entry points. Canadian credentials do not require an ECA.
Most programs require at least one year of continuous full-time paid skilled work in a NOC TEER 0, 1, 2, or 3 occupation.
Federal Skilled Worker: experience must be within the last 10 years.
Canadian Experience Class: at least one year of Canadian work experience within the last three years.
Federal Skilled Trades: at least two years in a skilled trade within the last five years.

English or French proficiency is assessed through IELTS, CELPIP, or TEF/TCF Canada. The minimum for most Express Entry programs is CLB 7 in all four abilities reading, writing, listening, and speaking.
Higher scores improve your CRS ranking and open access to category-based draws for healthcare, STEM, and French-language candidates.
FSWP and FSTP applicants must show enough liquid funds to settle in Canada without government assistance. Amounts are set at 50% of Statistics Canada’s Low Income Cut-Off and updated annually by IRCC.

A provincial nomination, prior Canadian study or work history, and a close family member already living in Canada as a citizen or PR can all improve your Express Entry eligibility. International graduates finishing a Post-Graduation Work Permit are in a particularly strong position — Canadian study and work experience both count toward adaptability, and there are dedicated PR pathways for PGWP holders designed specifically for this transition before your permit expires.
Important: as of March 2025, a Canadian job offer no longer adds points to your CRS score. A job offer can still count toward FSW eligibility under the arranged employment factor on the 67-point selection grid, but it does not affect your CRS ranking.
Medical exam: As of August 2025, all Express Entry PR applicants must complete an Immigration Medical Examination upfront before submitting their application. Previously, applicants could wait for IRCC to request it. An IRCC-designated panel physician must do the exam and results are valid for 12 months.
A health condition that poses a risk to public health or places excessive demand on Canadian health services may result in inadmissibility.
Police certificate: Required from every country you have lived in for six or more consecutive months since age 18. Every adult included in your application must provide one. Expired or missing certificates are among the most common causes of delayed applications.
Federal Skilled Worker: You must score at least 67 out of 100 on the FSW selection grid before entering the Express Entry pool. This is a separate test from your CRS score. Many applicants are unaware of this additional entry gate.
Quebec: Express Entry does not apply if you intend to settle in Quebec. Quebec manages its own selection through the Quebec Skilled Worker Program (QSWP).
Residency obligation: Once you receive PR, you must be physically present in Canada for at least 730 days in every five years to keep your status.

No Labour Market Impact Assessment required. No employer sponsorship. As a permanent resident, you can work for any employer in Canada, any province, any industry, any company. You are not tied to whoever hired you. You can change jobs, take on contracts, or start your own business without any immigration restriction.
Provincial healthcare coverage
Permanent residents qualify for provincial health insurance once they establish residency in Canada. You and your family are covered for doctor visits, hospital care, and most essential medical services. You do not need private insurance to access basic care.
Sponsor your family to Canada
Once you hold PR status, you can sponsor your spouse, common-law partner, dependent children, and parents or grandparents to join you in Canada permanently. Pathway to Canadian citizenship
PR is the last step before full citizenship. Spend 730 days physically in Canada within any five years, and you become eligible to apply. That means a Canadian passport, the right to vote, and permanent security regardless of where life takes you.
Full protection under Canadian law
Permanent residents are covered by the Canadian Charter of Rights and Freedoms. You hold the same legal rights and protections as Canadian citizens in virtually every area of daily life. The two exceptions: you cannot vote in federal or provincial elections, and you are not eligible for certain government positions that require citizen-only security clearance.

We prepare your full documentation — identity documents, work experience proof, language test results, police certificates, medical exam results, and all supporting evidence — and file your permanent residence application through the IRCC portal within the 60-day window. A complete, well-prepared application is the single biggest factor in avoiding delays.

IRCC reviews your Canada PR application, conducts background and security checks, and may request additional documents or issue a Procedural Fairness Letter (PFL). When approved, IRCC issues your Confirmation of Permanent Residence. If you are outside Canada, you use this alongside a permanent resident visa to enter at a port of entry. Your Permanent Resident Card arrives by mail once you confirm your Canadian mailing address.

A prior refusal does not automatically disqualify you from Canada permanent residency. What matters is why you were refused and whether that issue has been addressed. Processing times vary by program. Express Entry applications submitted after an Invitation to Apply typically process within six months, though current times fluctuate. Provincial Nominee Program applications add a provincial processing stage before the federal application, which extends the overall timeline. Processing times change regularly — IRCC publishes current estimates on the IRCC processing times tool, which is updated regularly and worth checking before you plan your timeline. During your assessment, we give you a realistic estimate based on the program that fits your profile, and we monitor your file throughout so you are never waiting without an update.
Express Entry is a federal points-based system where you compete against a national pool of candidates ranked by CRS score. IRCC runs regular draws and issues Invitations to Apply to the highest scorers. The BC Provincial Nominee Program allows British Columbia to nominate candidates based on the province's own labour market needs — regardless of your federal CRS score. A BC PNP nomination adds approximately 600 CRS points to your Express Entry profile, which in practice means near-certain selection in the next federal draw. For candidates working or studying in BC with a score that is not yet competitive federally, BC PNP is often the faster route to permanent residence. You must maintain valid immigration status in Canada while your permanent residence application is being processed. If your work permit is expiring during that time, you may be eligible for a Bridging Open Work Permit (BOWP) — which allows you to continue working legally in Canada while IRCC processes your PR application. We assess your current status as part of the PR planning process so there are no gaps in your authorisation. Missing this step is one of the most common and costly mistakes in self-filed PR applications.
Your Canada permanent resident status does not expire the way a permit does. Your PR card expires every five years and must be renewed. The underlying status remains valid as long as you continue to meet the 730-day residency obligation — 730 days of physical presence in Canada within every five years. If your PR card expires while you are abroad, you will need a Permanent Resident Travel Document (PRTD) to return to Canada. You remain a permanent resident until a formal determination says otherwise.
