Understanding Masters Study Permit

What Is a Masters Study Permit in Canada?

A masters study permit is a temporary resident permit issued by Immigration, Refugees and Citizenship Canada. It authorises a graduate student to study full-time at a Designated Learning Institution in Canada and permits off-campus work of up to 24 hours per week during academic sessions. The permit is valid for the duration of the program plus 90 days. It is one of the study permit pathways covered on our main Study Permit Canada page, alongside diploma and undergraduate applications.

For most international students, the study permit as a graduate student is not just about completing a degree. A master’s program at a Canadian DLI leads directly to a 3-year Post Graduation Work Permit, which gives you the Canadian work experience needed to qualify for Express Entry or the BC Provincial Nominee Program. In 2026, the master’s pathway is the most direct route from international student to permanent resident.

FAST ANSWERS BEFORE YOU APPLY

Before reading anything else, here are the six facts every master’s applicant needs to know.

Government feeCAD 150 per applicant
Proof of fundsCAD 22,895 living costs + tuition + return travel (effective Sept 1, 2025)
PAL / TAL Not required — master's students at public DLIs are exempt from Jan 1, 2026
Work rights 24 hrs/week off-campus during sessions · Unlimited on-campus and during scheduled breaks
PGWP after graduation 3-year PGWP regardless of program length (minimum 8 months)

MASTER'S VS EVERY OTHER STUDY PERMIT

Three Advantages Only a Masters Study Permit Gives You

A graduate student study permit is not just another study permit. Compared to diploma and bachelor’s applicants, master’s students enter the Canadian immigration system with three specific advantages that directly affect their timeline, finances, and PR prospects.

No PAL Required – From January 1, 2026

Master’s and doctoral students at public Designated Learning Institutions do not need a Provincial Attestation Letter. Diploma and bachelor’s applicants must wait for provincial allocation under study permit caps — master’s students apply directly with their Letter of Acceptance. No quota, no waitlist, no extra steps.

3-Year PGWP – Even for a 1-Year Master’s Program

A master’s graduate qualifies for a 3-year Post Graduation Work Permit regardless of program length, provided the program is at least 8 months. A diploma graduate needs a 2-year program to receive the same permit length. This is a direct, measurable advantage — three years to gain skilled Canadian work experience and qualify for permanent residency.

Your Spouse Can Work Full-Time

If the master’s program is 16 months or longer, a spouse or common-law partner is eligible for an Open Work Permit allowing them to work for any Canadian employer while you study. For most families, two incomes during a master’s program changes the financial picture completely.

Eligibility Requirements

Who Can Apply for a Masters Study Permit in Canada?

Requirements differ depending on whether you are applying from outside Canada or are already here on a valid permit.

Applying From Outside Canada

✓  Accepted into a master’s program at a PGWP-eligible Designated Learning Institution

✓  Letter of Acceptance confirmed at master’s level

✓  PAL/TAL not required for public institution master’s students (from Jan 1, 2026)

✓  Proof of funds: CAD 22,895 living costs + tuition + return travel

✓  Language test results meeting DLI requirements (typically IELTS Academic 6.5+)

✓  Medical examination if required for stays over 6 months

✓  Valid passport covering full intended stay in Canada

Applying From Inside Canada – PGWP Holder or Current Student

Many of Brightlight’s master’s applicants are already in Canada on a PGWP or existing study permit. This scenario is not addressed by any government page or information site but it is one of the most common situations a graduate student study permit applicant faces.

✓  Must hold valid immigration status at the time of application

✓  A PGWP and a study permit can run concurrently work authorisation continues for the remaining PGWP duration

✓  When the PGWP expires during master’s studies, work authorisation ends plan the PR timeline around this

✓  Must apply before current status expires to access implied status

✓  Changing from a bachelor’s to a master’s program at a new institution requires a new study permit (from November 8, 2024)

✓  Processing: approximately 10 weeks for inside-Canada applications

Applying from inside Canada with unclear or expiring status is one of the most common reasons master’s study permit applications become complicated. Contact an RCIC before submitting.

PROOF OF FUNDS

Financial Requirements - Masters Study Permit Canada 2026

The required amount is CAD 22,895 per year for a single applicant in living costs, effective September 1, 2025, plus first-year tuition and return travel. Verify this figure at canada.ca before applying — IRCC updates it periodically.

Acceptable proof of funds:

✓  GIC (Guaranteed Investment Certificate) — from a participating Canadian bank; the strongest and most consistently accepted form of proof

✓  Bank statements — last 4–6 months; must show consistent savings, not a recent large deposit

✓  Education loan sanction letter — from a scheduled bank

✓  Scholarship or funding letter — from a Canadian institution or government body

✓  Affidavit of financial support — from a sponsor, with supporting income documents

GIC advisory:  A GIC of CAD 22,895 is the most reliable proof of funds for a master’s application. Bank statements showing a large recent deposit instead of consistent savings are frequently questioned by officers. If in doubt, arrange a GIC.

Additional funds are required for each accompanying family member. Confirm current figures with an RCIC before applying.

DOCUMENT CHECKLIST

Masters Study Permit Canada Required Documents

Have every document ready before you open your IRCC account. Incomplete applications are one of the leading causes of delays — and a refusal wastes your application fee and processing time.

✓  IMM 1294 — Application for Study Permit Made Outside Canada

✓  Letter of Acceptance — from a PGWP-eligible DLI confirming master’s level admission

✓  Valid passport — must cover your full intended stay

✓  Proof of funds — GIC preferred; bank statements minimum 4–6 months

✓  Statement of Purpose — reviewed by an RCIC before submission

✓  Language test results — IELTS Academic 6.5+ for most programs; 7.0+ for top universities

✓  Academic transcripts — bachelor’s degree and all post-secondary records

✓  Medical examination — e-Medical from an IRCC panel physician if required

✓  Biometrics — CAD 85 if not already on file with IRCC

✓  Spouse / dependent documents — if applying together

PAL exemption: PAL/TAL is not required for master’s students at public DLIs from January 1, 2026.

Study Permit Application Fee — CAD 150
Biometrics (if required) — CAD 85

STATEMENT OF PURPOSE

Your Statement of Purpose - Why It Matters More Than Any Other Document

The Statement of Purpose is the most common reason a masters study permit Canada application is refused. An immigration officer uses it to assess genuine study intent and ties to your home country. Every other document can be complete and correct — and this one can still cause a refusal.

What a strong SOP includes:

✓  Why this specific program at this specific Canadian institution — not Canada generally

✓  Research focus, specialisation, or career goals — specific enough to connect to prior education and work

✓  Why Canada over a closer or less expensive alternative — answered honestly and directly

✓  Post-graduation plan — return home, apply for PGWP, or transition to PR stated clearly

✓  Ties to home country: property, family, employment, or business — demonstrates reason to return

What triggers a refusal:

✗  Generic statements about Canada’s education quality with no personal specifics

✗  No connection between the master’s program and the applicant’s prior study or career

✗  No post-graduation plan and no ties to home country

A well-written SOP does not guarantee approval. A poorly written one frequently causes refusal even when every other document is in order. This is where professional guidance adds the most direct value.

MASTERS TO PR PATHWAY

Masters Study Permit Canada — Your PR Pathway

A master's degree from a Canadian institution gives you the strongest PR profile available to an international graduate in 2026. A 3-year PGWP, field-of-study exemption, and CLB 7 language threshold — all from one pathway. The decisions you make on your study permit as a graduate student application directly affect your PR eligibility. Getting the study permit right is where the PR journey starts.

Canadian Experience Class  (Express Entry)

Master’s → 3-year PGWP → 1 year skilled Canadian work (TEER 0/1/2/3) → CEC eligible. The most common PR route for master’s graduates.

BC PNP International Graduate

PGWP holders working in British Columbia with a job offer. A BC PNP nomination adds 600 CRS points — near-guaranteed PR for BC-based graduates.

Category-Based Express Entry

Targeted draws for healthcare, STEM, education, trades, and French-language. If your master’s field aligns with these sectors, an invitation to apply for PR may come before your PGWP expires.

REAL CLIENT STORY

See How Brightlight Helped a Masters Applicant — A Real Case

A software engineer in Surrey came to Brightlight after completing a three-year PGWP. He had been working for a BC tech employer for two years and had started building his Express Entry profile. His CRS score sat below recent draw cutoffs. With his PGWP expiring in eight weeks and no PR decision in sight, he came to us after a friend referred him. A second consultant had already told him to wait. We reviewed his full profile in the first call. His employer and occupation qualified for the BC PNP Tech stream. We filed the provincial nomination before his PGWP expired. The nomination added the CRS points he needed. He received his Invitation to Apply within the following draw cycle and submitted his PR application on a Bridging Open Work Permit while it was processed. He is now a permanent resident of Canada. His wife, who had been studying on a Spousal Open Work Permit, began her own CEC profile the same year.

Your situation may be more straightforward or more complicated than this. Either way, we will tell you honestly what your options are before you commit to anything.

COMPLIANCE CALLOUT

No immigration consultant can guarantee a masters study permit approval or a PGWP outcome. What Brightlight guarantees is an honest review of your application, careful preparation of every document, and full support at every stage — including if IRCC requests additional information, issues a Procedural Fairness Letter, or refuses the application.

WHY BRIGHTLIGHT

Why Choose Brightlight for Your Masters Study Permit

Many immigration consultants in Surrey and across Canada handle study permits. Fewer understand the graduate student pathway — PAL exemptions, PGWP concurrency, the PGWP-to-PR timeline, and what happens when a master's applicant is already in Canada on expiring status. This is the comparison that matters when your degree, your work permit, and your PR pathway are all connected.

FAQ

Frequently Asked Questions - Masters Study Permit Canada

Do master's students need a PAL or TAL for a Canadian study permit in 2026?

No. As of January 1, 2026, master's and doctoral students enrolling at public Designated Learning Institutions are exempt from the Provincial Attestation Letter and Territorial Attestation Letter requirements. You apply for your graduate student study permit using your Letter of Acceptance — no provincial quota applies. This exemption is confirmed on IRCC's official page for graduate students. If you are planning to study in Quebec, provincial requirements still apply separately.

A single applicant needs CAD 22,895 for living costs per year, effective September 1, 2025, plus first-year tuition and return travel costs. A Guaranteed Investment Certificate of CAD 22,895 from a participating Canadian bank is the most reliable proof. Bank statements showing consistent savings over 4–6 months also work. A large recent deposit without a savings history is frequently questioned. Confirm the current figures before applying — they are updated periodically by IRCC.

Yes — if your master's program is 16 months or longer, your spouse or common-law partner is eligible for a Spousal Open Work Permit. This allows them to work for any Canadian employer without a job offer. The rule has been in effect since January 21, 2025. Eligibility depends on your program length and your study permit being valid. Book a free assessment to confirm your specific situation.

Yes. You can apply for a graduate student study permit from inside Canada while holding a valid PGWP. Both permits can run at the same time — your PGWP work authorization continues while your study permit is processed and active. When your PGWP expires during your master's program, work authorization ends. You must apply before your current status expires to access implied status. Processing for inside-Canada applications is approximately 10 weeks. Contact an RCIC before submitting — the timing between your PGWP expiry and your PR timeline matters.

The Statement of Purpose is a written document explaining why you want to study in Canada, why you chose your specific program and institution, your career goals, and your ties to your home country. Immigration officers use it to judge genuine study intent. It is the most common reason a masters study permit Canada application is refused — not missing documents, not funds, but an unconvincing or generic SOP. A professional review of your SOP before submission is one of the most valuable things an RCIC can do for a study permit application.

Processing times vary by country and change regularly. For applications submitted from outside Canada, check the IRCC processing time tool for your country of residence. For inside-Canada applications, processing is approximately 10 weeks based on applicant experience — though this varies and is not guaranteed. Apply as early as possible after receiving your Letter of Acceptance. Do not wait for your program start date to approach.

Yes. A study permit as a graduate student authorises off-campus work of up to 24 hours per week during academic sessions, and unlimited hours on-campus and during scheduled breaks. If you are also holding a valid PGWP, your PGWP work authorisation runs concurrently — you are not restricted to the 24-hour limit under the PGWP. Confirm your specific permit conditions with an RCIC if you are holding both permits at the same time.

A master's graduate qualifies for a 3-year PGWP regardless of program length, provided the program is at least 8 months. That gives you three years to gain skilled Canadian work experience in a TEER 0, 1, 2, or 3 occupation — the requirement for the Canadian Experience Class under Express Entry. BC graduates with a job offer can access the BC PNP International Graduate stream, which adds 600 CRS points. If your master's field is in healthcare, STEM, trades, education, or French-language proficiency, a category-based Express Entry draw may be available before your PGWP expires.
