Quebec has its own selection process for family-class sponsorship, running alongside the federal one rather than instead of it. After federal approval in principle, a Quebec-destined sponsor also needs to sign a separate provincial undertaking with Quebec’s immigration ministry, and the sponsored partner needs a Certificat de sélection du Québec before the file can move forward. This extra provincial stage, not a lack of federal effort, is what stretches Quebec’s timeline several months beyond the rest of Canada.

Every Guide Is a Monthly Snapshot

IRCC updates its processing time figures monthly, and the direction isn’t always the same, in the most recent update, Inland improved by a month while Outland got a month slower, in the same single update. A guide written in April simply reflects April’s inventory, not today’s. The only number worth planning around is whatever IRCC’s own processing times tool shows right now, not a figure from any published guide, including this one.

The 2026 Trend, Checked Three Times

Looking at 2026 alone shows the same pattern stretched across months. In April, IRCC’s published figures were 25 months Inland and 16 months Outland. By July, both had risen to 27 and 17. By September, Inland had eased slightly to 26 while Outland climbed again to 18. Three checks across five months, and no single one of those numbers was wrong at the time, they just describe three different moments in a timeline that keeps moving.
