Depends on your status. If you have valid Work Status as time of study permit application you need to show minimum funds. If your status is of visior/expired/restoration then you will need to show 1 year of tuition fee and 1 year living expenses in Canada roughly $2300.

No, in almost all cases where the study permit was applied before you status expired, then you do not need to leave Canada. if your application is done After your status expired, then you will need to do a country out and back in at an air border.
