Every week, we hear from Surrey graduates who waited too long, picked the wrong stream, or didn’t realize that a single line on a transcript could shorten their PGWP by 18 months. This guide exists so that does not happen to you.
If you’ve just graduated from a Designated Learning Institution (DLI) in British Columbia or anywhere in Canada, your Post-Graduation Work Permit may be the single most important application you ever file. It is the bridge between a student visa and a permanent future in Canada, and unlike most other permits, the PGWP is once-in-a-lifetime. You don’t get a do-over.
This 2026 guide is written by Loveneet Paneswar, a Regulated Canadian Immigration Consultant (RCIC R522969) who has personally filed thousands of PGWP applications out of our Surrey office. Everything below reflects current IRCC policy as of March 2026, including the field-of-study rules that took effect November 2024 and the additional updates rolled out in the 2025 Annual Plan.

What's New in 2026: Field-of-Study Rules & Beyond
The PGWP is no longer the open door it was in 2022. Two major shifts have changed who qualifies and for how long:
- Field-of-study requirement (Nov 2024 onward) — most college graduates must be in a PGWP-eligible field tied to a labour-shortage occupation. University graduates remain exempt.
- Updated eligible-field list (Feb 2026) — IRCC refreshed the field list this year. Some agriculture, healthcare, and trades fields were added; a few service-sector programs were removed.
- Stricter language-proof requirements — applicants applying from inside Canada must now show valid English or French language proof (CLB 7 for university grads, CLB 5 for college grads).
- Faster processing on average — most online PGWPs are now decided in 60–110 days, down from the 180+ days seen in 2023.
- Most Common 2026 Surprise
The field-of-study rule is the #1 reason Surrey college graduates are being refused in 2026. Many programs that used to qualify no longer do. Before you spend $255 on application fees, confirm your program code is on the current eligible-field list.
Critical Timing
The 90-Day Window: When Your Clock Actually Starts
This is the single most misunderstood rule in the PGWP world. Your 90-day clock does not start at convocation. It starts the day you receive your final marks notification, official transcript, or completion letter from your DLI, whichever comes first.
For many Surrey graduates that’s months before their gowns and tassel-flips. We’ve seen people lose eligibility because they assumed they had until June, when the clock actually started in April.

- Your final program email confirming all requirements were met.
Eligibility
PGWP Eligibility Checklist (2026)
Every PGWP application must pass each of these criteria. Miss one and the application is refused.
- Graduated from a Designated Learning Institution (DLI) on IRCC's PGWP-eligible list.
- Completed a full-time program of at least 8 months. Part-time studies do not qualify (with limited COVID-era exceptions).
- Held a valid study permit at all times during your studies. Status gaps require restoration.
- Applied within 90 days of your final marks or completion letter.
- Met the 2024 field-of-study rule (college graduates only).
- Submitted language proof at CLB 5 (college) or CLB 7 (university), valid within 2 years.
- Have not previously held a PGWP. The permit is once-in-a-lifetime.
Document Pack
Required Documents: Build Your Pack Before Day One
A clean document package is the difference between a 60-day approval and a six-month procedural-fairness loop. Build your pack before your 90-day clock starts.
- Valid passport — pages with personal information and current visas.
- Current study permit — front and back if applicable.
- Official transcript & completion letter — dated, signed, on registrar letterhead.
- Proof of full-time status — semester-by-semester confirmation if not on transcript.
- Language proof — IELTS, CELPIP, or TEF, dated within 2 years.
- Digital photo — meeting IRCC specifications.
- $255 CAD fee — (work permit + open work permit holder fee).
- Biometrics — if not provided in the past 10 years.

Refusal-Proofing
Required Documents: Build Your Pack Before Day One
Across thousands of files, the same seven mistakes account for over 80% of avoidable refusals. Read each carefully:
- Confusing convocation with completion. The 90 days start at completion, not convocation.
- Letting status lapse. Even a one-day gap in study permit validity can mean a refused PGWP unless restored properly.
- Skipping the field-of-study check. A program code that looks eligible may not be on this year's official list.
- Submitting an unofficial transcript. IRCC requires the official registrar-issued version.
- Choosing the wrong stream. Inside-Canada vs. outside-Canada submissions follow different rules.
- Ignoring a procedural-fairness letter. You usually have 7–15 days to respond; ignore it and your file is refused.
- Filing solo without a backup plan. If your PGWP is refused, your only legal options are visitor record, study extension, or leaving Canada.
Application Process
How to Apply Online: A Realistic Walkthrough
The PGWP is filed online via IRCC’s portal. Here’s the sequence that actually works, and where most applicants get stuck:
Step 1. Create or log into your IRCC Secure Account. Use the same email tied to your study permit if possible — it links your file history.
Step 2. Complete the IMM 5710 (in-Canada) or IMM 1295 (outside-Canada) work permit application. Field-by-field consistency with your study permit is critical.
Step 3. Upload your full document pack (Section 5). Each document should be one clearly-named PDF, not a phone screenshot.
Step 4. Pay the $255 fee and biometrics fee ($85) if requested.
Step 5. Submit and watch your portal for the application status update. AOR (Acknowledgement of Receipt) is the first signal your file is in the queue.

Working While You Wait
Implied Status: Can You Keep Working After Submission?
If you submit your PGWP before your study permit expires, you enter what’s called “implied status” or “maintained status.” You may legally remain in Canada under your previous conditions until IRCC makes a decision.
Here’s the nuance most graduates miss: implied status only allows you to keep working if you had work authorization under your previous permit. Study permits allow 24-hour-a-week work during studies — but only while your studies are ongoing. The moment classes end, that authorization usually ends, even if your study permit hasn’t expired.

- Submit your PGWP application before the day your study permit expires.
- Keep a printed AOR copy and your portal status page on hand for employer verification.
- Do not leave Canada while on implied status, you lose it the moment you cross the border out.
Long-Game Strategy
PGWP to PR: Your 24-Month Game Plan
A PGWP is not the destination — permanent residency is. The strongest PR pathways from a PGWP are:
- Canadian Experience Class (CEC) — 12 months of skilled (NOC TEER 0/1/2/3) work experience in Canada within the last 3 years..
- BC PNP — International Graduate stream — tied to a job offer from a BC employer. Adds ~600 CRS points and is the strongest single move for Surrey graduates.
- Targeted Express Entry draws — healthcare, STEM, French-speaking, and trades draws have lower CRS cutoffs.
- Provincial Express-Entry-linked streams — Express Entry BC and similar streams combine federal speed with provincial nomination boost.
Local Insight
Surrey-Specific Tips for International Graduates
Surrey hosts one of the largest international graduate populations in Canada. A few local realities are worth knowing:
- Many Surrey colleges saw program changes after Nov 2024. Confirm your program code is still on the eligible list — don't trust last year's intake brochure.
- Greater Vancouver's job market favours healthcare, trades, IT, and logistics — these align with current BC PNP priority occupations.
- Local employer Letters of Support carry weight in BC PNP applications. Build your network during your PGWP, not after.
